Miyagi Prefecture's EV (electric vehicle) subsidy policy changed course in fiscal 2026 (Reiwa 8). The prefecture dropped vehicle purchase subsidies from its program and shifted to the "equipment side" — V2H and storage batteries (the only EV-related item left is 40,000 yen for V2H). Sendai City likewise has no vehicle subsidy for individuals; what it offers is an equipment-type subsidy for V2H installation covering one-third of the cost, up to 200,000 yen (linkage with solar power required). For the vehicle itself, the national CEV subsidy (up to 1.3 million yen for EVs) is the mainstay, and municipal slots are nearly gone: Tome City's 50,000 yen had 1 slot left as of September 7, 2026. This article sorts out the practical options in Miyagi.
Think of Miyagi's EV Subsidies as a "Two-Story" Structure
CEV Subsidy (the main player for purchases)
A national subsidy available to both individuals and corporations. The FY2025 supplementary-budget round (registrations from April 2026) offers the largest amounts, such as up to 1.3 million yen for EVs.
Sendai is equipment-type (V2H); Tome has few slots left
Sendai City offers up to 200,000 yen for V2H (solar linkage required) and no vehicle subsidy. Tome City's 50,000 yen has 1 slot left (as of September 7).
The prefecture ended its EV vehicle subsidy
EVs and PHVs were removed from the FY2026 (Reiwa 8) smart-energy housing subsidy, leaving 40,000 yen for V2H as the only EV-related item.
[National] CEV Subsidy under the FY2025 Supplementary Budget (registrations from April 2026; the main pillar)
"Up to 1.3 million yen" is a cap. The actual amount is determined per model based on evaluations such as the vehicle's environmental performance. Applications close once the budget runs out. On September 4 the secretariat announced that it expects to stop accepting applications around early to late December 2026 (applications are taken in order of arrival, and intake ends the day before the budget is reached; secretariat notice, PDF, in Japanese). A subsidized vehicle carries a mandatory holding period of, in principle, 4 years; disposing of it within that period may require repaying the subsidy. Check the exact amount for the car you are buying in the figures published by the Next Generation Vehicle Promotion Center.

[Miyagi Prefecture] Vehicle Subsidy Ended — a Shift to "V2H and Equipment"
Miyagi Prefecture's "Smart Energy Housing Promotion Subsidy" removed EVs and PHVs from its list of eligible equipment for FY2026 (Reiwa 8), so the prefectural subsidy for the vehicle itself has effectively ended. The only EV-related item remaining is 40,000 yen for V2H charge-discharge equipment (there is information on a separate prefectural subsidy for FCVs, but confirm the FY2026 details on official sources).
The accurate way to read this is that the roles have been split: "the national government covers the vehicle; the prefecture and cities cover home-side equipment." For the vehicle itself, the national CEV subsidy (up to 1.3 million yen for EVs, 580,000 yen for kei EVs) is the mainstay.
[Municipalities] Sendai: V2H up to 200,000 Yen / Tome: 50,000 Yen (Few Slots Left)
| City | Status in FY2026 |
|---|---|
| Sendai City | No subsidy for individuals for the vehicle itself. For individuals, the program covers household V2H charge-discharge equipment: one-third of the cost, up to 200,000 yen (linkage with solar power is required). Applications accepted until December 15, 2026 |
| Tome City | 50,000 yen for new EVs, PHVs, and FCVs (20 vehicles planned). 1 slot remaining as of September 7, 2026. Requires an expected use period of at least 4 years from first registration |
| Iwanuma City | A vehicle subsidy for individuals of 20,000 yen per vehicle. The second-half intake runs from December 1, 2026 to January 15, 2027 (lottery)[Iwanuma City (in Japanese)] |
If you live in Sendai and are considering installing V2H, the 200,000 yen cap is high even by national standards. Since solar linkage is a mandatory requirement, plan starting from your home's equipment configuration.
Also Check EV "Taxes" (Automobile Tax Reductions)
Separately from subsidies, the environmental performance levy of the automobile tax was abolished on March 31, 2026, and it is not charged on vehicles acquired on or after April 1, 2026 (Tokyo Metropolitan Government Bureau of Taxation, in Japanese). For EVs, the following year's automobile tax (type-based levy) is reduced by roughly 75% under the green tax special measure. See EV taxes and the 2026 automobile tax reform for details.
Are Subsidies Taxable?
EV subsidies received by individuals are treated as occasional income (ichiji shotoku). Because there is a special deduction of 500,000 yen per year, no tax arises if your occasional income for the year, combined with other such income, is 500,000 yen or less. Combining national and municipal subsidies usually stays within this range, but watch the total in a year when you receive several large subsidies. Business use is treated differently, so consult a tax accountant or other professional.
Summary
- Miyagi Prefecture ended its EV/PHV vehicle subsidy starting in Reiwa 8 (2026); the only remaining EV-related support is ¥40,000 for V2H. For the vehicle itself, the national CEV subsidy (up to ¥1.3 million for EVs) is the main option.
- Sendai City offers no vehicle subsidy. For V2H installation, it covers one-third of the cost up to ¥200,000 (solar power linkage is required; applications are accepted until December 15, 2026).
- Tome City's ¥50,000 subsidy has only 1 slot left out of a planned 20 (as of September 7, Reiwa 8 [2026]). Iwanuma City offers ¥20,000 per vehicle, with the second-round allocation decided by lottery from December 1 to January 15.
- The national CEV subsidy is expected to close for applications sometime between early and late December 2026. The ownership requirement is 4 years in principle.
- The subsidy counts as occasional income. It is not taxed if it falls within the annual ¥500,000 special deduction.
