Nagasaki EV Subsidies 2026: Nagasaki City's ¥200,000 with No Bundling Rules

This is an English translation of our Japanese article. Rules and figures may change; the Japanese version and official sources are authoritative. For individual matters, consult a tax office or a licensed tax accountant (zeirishi).

For FY2026 (Reiwa 8), Nagasaki Prefecture's picture is "no prefectural purchase subsidy for individuals; you combine the national CEV subsidy with Nagasaki City's generous top-up." Nagasaki City covers a wide range — ¥200,000 for standard EVs, ¥100,000 for kei EVs, ¥100,000 for PHEVs, plus ¥50,000 for electric microcars, ¥30,000 for electric motorcycles, and ¥100,000 for V2H — and is easy to use, with no bundling requirements such as solar panels. Applications are accepted until January 31, 2027 (first come, first served). Here is how to put the pieces together.

Think of Nagasaki's EV Subsidies as a "Two-Story" Structure

1st floor: National

CEV subsidy (the main player)

A national subsidy available to individuals and companies alike. For FY2026 it offers up to ¥1.3 million for EVs and is by far the largest amount.

2nd floor: Municipalities

Nagasaki City: ¥200,000 for standard EVs, simple requirements

Nagasaki City covers ¥200,000 for standard EVs, ¥100,000 for kei vehicles, ¥100,000 for PHEVs, down to ¥30,000 for motorcycles. Accepting applications with no bundling requirements.

What about the prefecture?

No prefectural subsidy for individuals

The prefecture mainly presents the national CEV subsidy and has no purchase subsidy for individuals. Combine the national and municipal programs.

The "up to ¥1.3 million" figure is a cap. The actual amount is set per model based on an assessment of the vehicle's environmental performance and other factors. Applications close once the budget runs out, and subsidized vehicles carry a mandatory holding period of four years in principle; disposing of the car within that period may require repayment. Check the exact subsidy amount for the car you plan to buy in the figures published by the Next Generation Vehicle Promotion Center.

[Nagasaki Prefecture] No Prefectural Subsidy for Individuals

Nagasaki Prefecture has no EV purchase subsidy for individuals; the prefecture's pages mainly introduce the national CEV subsidy and subsidies for electrifying commercial vehicles. Individuals combine the national CEV subsidy with the city's subsidy.

[City] Nagasaki City: ¥200,000 for Standard EVs — Broad Coverage Down to Electric Motorcycles

CategoryNagasaki City subsidy amount (FY2026)
EV (standard car)¥200,000
EV (kei)¥100,000
PHEV¥100,000
Electric microcar / electric motorcycle¥50,000 / ¥30,000
V2H charge/discharge equipment¥100,000 (no requirement to bundle with a vehicle)

Eligibility: Nagasaki City residents who are listed as owner or user on the vehicle inspection certificate and have no delinquent municipal taxes. The absence of add-on requirements such as solar panels is what makes Nagasaki City's program easy to use. Applications run from July 1, 2026 to January 31, 2027 on a first-come, first-served basis. Combined with the national CEV subsidy, a standard EV can reach a scale of up to ¥1.5 million.

Also Check EV "Taxes" (Automobile Tax Relief)

Separately from subsidies, EVs are exempt from the environmental performance excise on automobile tax (the FY2026 tax reform also decided to abolish the levy itself), and the following year's automobile tax (type-based levy) is reduced by roughly 75% under the green tax special measure. For details, see EV taxes and the 2026 automobile tax reform.

Are Subsidies Taxable?

EV subsidies received by individuals are treated as occasional income. Because there is a special deduction of ¥500,000 per year, no tax arises as long as your total occasional income for the year, including other items, stays at or below ¥500,000. National and municipal subsidies combined usually fit within this, but be careful about the total in a year when you receive several large subsidies. Business use is treated differently, so consult a tax accountant or similar professional.

What to Do Today

What to do today

  1. Check the national CEV subsidy amount for your candidate model in the Next Generation Vehicle Promotion Center's list (the figure for your specific car, not the "up to ¥1.3 million" cap)
  2. Search your municipality's official website for its EV subsidy; for Nagasaki City, since it is first come first served, check the application status and the remaining budget and reception status
  3. Work backward from your delivery date to build an application schedule (check three things: registration date, application deadline, and budget exhaustion)

FAQ

Q. Does Nagasaki City's subsidy have conditions such as solar panels?

A. No. The main requirements are being a city resident, being listed on the vehicle inspection certificate, and having paid all municipal taxes — a simple design with no bundling requirements. V2H also qualifies for ¥100,000 on its own, with no requirement to pair it with a vehicle.

Q. Are electric motorcycles subsidized too?

A. Yes. The program extends to ¥30,000 for electric motorcycles and ¥50,000 for electric microcars — one of the broadest designs in the country.

Q. Is a new prefectural subsidy planned?

A. As of August 2026, no information on a new purchase subsidy for individuals in Nagasaki Prefecture could be confirmed. Programs change year by year, so we recommend checking the prefectural and municipal official websites at the start of the fiscal year (April).

Q. Should I apply for the national CEV subsidy even on its own?

A. Yes. The national CEV subsidy is the main source of money (up to ¥1.3 million for EVs, ¥580,000 for kei EVs) and can be used whether or not a municipal subsidy exists. Applications close once the budget runs out, so applying early is the safe move.
