Miyazaki EV Subsidies 2026: Prefecture Excludes EVs

For fiscal year 2026 (Reiwa 8), Miyazaki Prefecture is among the least generous in Japan when it comes to EV subsidies for individuals. The prefecture's decarbonization subsidy (Hinata Zero Carbon) covers solar panels, water heaters, and the like, and explicitly excludes EVs and V2H. No subsidy from Miyazaki City could be confirmed either, and Kushima City's 200,000 yen program remains at FY2025 (Reiwa 7) information. For the vehicle itself, the national CEV subsidy (up to 1.3 million yen for EVs) is effectively all there is. Here is the practical picture.

Think of Miyazaki's EV Subsidies as a Two-Story Structure

1st floor: National

CEV subsidy (the main player)

A national subsidy available to both individuals and corporations. The FY2025 supplementary-budget round (registrations from April 2026) offers the largest amounts, such as up to 1.3 million yen for EVs.

2nd floor: Municipalities

Miyazaki City unconfirmed; check with Kushima City

No vehicle subsidy could be confirmed for Miyazaki City. Kushima City's 200,000 yen plus 100,000 yen for charging equipment is FY2025 (Reiwa 7) information; confirm for Reiwa 8.

What about the prefecture?

The prefectural decarbonization subsidy excludes EVs

The Hinata Zero Carbon Acceleration Program covers solar panels, storage batteries, water heaters, etc., and officially states that EVs and V2H are not eligible.

"Up to 1.3 million yen" is a cap. The actual subsidy is set per model based on evaluations such as the vehicle's environmental performance. Applications close once the budget runs out. On September 4 the secretariat announced that it expects to stop accepting applications around early to late December 2026 (applications are taken in order of arrival, and intake ends the day before the budget is reached; secretariat notice, PDF, in Japanese). Subsidized vehicles carry a mandatory holding period of, in principle, 4 years; selling within that period may require repayment. Miyazaki Prefecture's decarbonization subsidy for Reiwa 8, the "Hinata Zero Carbon Acceleration Program Subsidy," covers solar panels, storage batteries, high-efficiency water heaters, insulation retrofits, and the like, and officially states that EVs and V2H are not eligible. The past EV subsidy for businesses also could not be confirmed as running in Reiwa 8.

The practical approach in Miyazaki is to reliably secure the national CEV subsidy plus the automobile tax reductions. The national subsidy ends once the budget runs out, so apply early once you decide to buy.

Separately from subsidies, the environmental performance levy of the automobile tax was abolished on March 31, 2026, and it is not charged on vehicles acquired on or after April 1, 2026 (Tokyo Metropolitan Government Bureau of Taxation, in Japanese). Are Subsidies Taxable?

EV subsidies received by individuals are treated as occasional income (ichiji shotoku). Because there is a special deduction of 500,000 yen per year, no tax arises if your total occasional income for the year, including other items, stays within 500,000 yen. Even combining national and municipal subsidies usually stays within this, but be careful about the total in a year when you receive multiple large subsidies. Business use is treated differently, so consult a tax accountant or similar professional.
